Rachel Holmes
Executive Lead, Strategic Public Safety Initiatives
Ministry of Public Safety and Solicitor General
Victoria, British Columbia

Rachel served for 20 year in the non-profit and government sectors; as the first non-American Secretary General to the world’s oldest and largest experiential education program on the United Nations and global diplomacy and led the development and implementation of Canada’s first Community Contribution Company legislation and collaborating with Indigenous communities to end violence. Rachel has a passion for education, wildlife conservation, and the revitalization and restoration of culture. She is a proud dog foster mum with the humane society, a contributor to cultural preservation through the expert roster of UNESCO, and an avid long distance runner who counts her first half-marathon as one of her greatest personal achievements. Her greatest joy, however, is being mum to her wonderful daughter.
